In her role, Carissa will lead a three-year work plan aimed at strengthening local economies by advancing the rural recreation strategy and fostering community capacity in Plumas County. Her focus will be on community-driven projects that utilize local resources to support economic resilience and sustainable development. Carissa’s responsibilities include assessing the unique needs of Plumas County, co-developing strategic plans, and identifying resources to accelerate meaningful, community-led initiatives. She aims to bridge the gap between research, planning, and action—a core principle of RCAC’s BRE program, which is dedicated to building community self-sufficiency, fostering business growth, and promoting innovation through inclusive community involvement.
