Courtney is excited to help incubate and develop small businesses in tribal communities, while helping them generate jobs and build generational wealth so they can continue to live and work in their tribal communities. Having grown up in a small, rural, and marginalized community herself where good jobs required a significant commute, she aspires to build up and enrich communities, so residents don’t have to resort to moving away.

Courtney Wynn is a state government and public policy professional based in Richmond, Virginia. A proud member of the Chickahominy Indian Tribe and native of Charles City, Virginia, Courtney brings a strong passion for supporting small, rural, and historically underserved communities.

She holds a degree in political science and economics from Virginia Commonwealth University and has worked across sectors including healthcare, education, and state government. Her work has focused on improving access to essential services and shaping policy that uplifts disadvantaged populations.

As an ERC Fellow with Eastern Maine Development Corporation, Courtney is supporting the implementation of the Recreation Economy for Rural Communities (RERC) plan in the Greater Bangor region. Her efforts aim to expand outdoor recreation and cultural tourism, enhance access to regional assets like the Penobscot River, and strengthen small businesses through technical assistance and cross-sector collaboration.

Courtney sees this work as an opportunity to drive sustainable economic development that honors the cultural heritage and natural beauty of Eastern Maine.

Eastern Maine Development Corporation (EMDC) is advancing the implementation of the Recreation Economy for Rural Communities (RERC) plan to strengthen economic opportunity across the Greater Bangor region. With support from ERC Fellow Courtney Wynn, the project is focused on expanding outdoor recreation and cultural tourism, improving public access to natural assets like the Penobscot River, and supporting small business development. EMDC is working closely with local partners to foster collaborative partnerships, provide technical assistance to entrepreneurs, and attract new investment that enhances the region’s economic resilience and quality of life.
