Arianne is excited to work alongside organizations that align with her core values who are equally passionate about accelerating development opportunities in rural East Texas. Her project involves collaborating with communities in her “backyard” to advance their digital infrastructure and help them build more resilient, equitable futures.

Arianne Shipley is a charismatic professional with a passion for community development and a wealth of experience spanning 15 years in the public sector, entrepreneurship, and public communication consulting within the agriculture and water industries. Her remarkable career showcasing her deep understanding of local government and a stellar track record in creating impactful communication, education, and outreach initiatives, includes spearheading the development of the City of Mansfield Water Utilities’ award-winning water education program and co-founding two mission-driven organizations–Rogue Water, a public communication company, and Rogue Water Lab, a professional development-focused nonprofit.

Her commitment to community building is evident in her production of The Mini Hereford Journal and as previous co-host of the Water In Real Life Podcast and Catalyst Mastermind Summit, both dedicated to serving water professionals nationwide.

A proud Texas A&M University graduate with a Bachelor of Science degree, Arianne further honed her communication skills by earning a Certified Public Communicator designation from Texas Christian University. Holding a Class C Surface Water Treatment Operator License in Texas adds to her extensive qualifications.

Arianne Shipley’s unique combination of communication expertise, agricultural background, and proven success in program development positions her as a valuable asset in benefiting rural and underserved communities.

Broadband-Led Economic Development in East and Deep East Texas

The Broadband-Led Economic Development Project in East and Deep East Texas is a collaboration between Rural Local Initiatives Support Corporation (Rural LISC), East Texas Council of Government (ETCOG), and Deep East Texas Council of Governments (DETCOG). This ecosystem development will bring broadband internet availability, affordability, and adoption by individuals and households. The project will leverage broadband as a baseline asset to attract and retain small businesses and industry that is crucial for economic growth, job creation, and digital inclusion. The ERC Fellow will interact with and connect local governments, COG staff and community anchor leaders in a role as ambassador for a regional “cross-pollination” effort that better links and advances the region’s “digital infrastructure ecosystem. Acting as a regional ambassador, the fellow will connect stakeholders, facilitate communication, and support existing plans for broadband development. The impact will be felt by residents, businesses, and communities, fostering economic development and improving quality of life in Deep East and East Texas.
